Alarm System Based on Vehicle Position

Hello everyone, I read online about a certain project similar to the title of this post and, with your help, would like to try and create a similar project.

Basically the concept is to have an alarm that is triggered by the use of a phone while the vehicle is still moving. This alarm would need to be triggered for the driver alone.

The question I have is what would be the best implementation for this, I understand that an app can be made for this, but I want something that is from the car not the phone.

The project, although very interesting, is rather difficult. Knowing the position of the car would be detected by an accelerometer. Wether it is moving or not would be easy, but knowing the difference if it stopped or just in traffic is quite difficult if you don't want anything invasive. But you could try to connect to the circuitry of the car via the On Board Diagnostics to get the current speed and other information.

But the biggest challenge on your project is that ability of the alarm to distinguish that it is the driver who is using his phone. There are a lot of ways to solve the positioning problem, but I can't think of a way to determine who is using the phone.

    Good luck on your research!

Easy if you're using Bluetooth with your car stereo to conversate,   but otherwise I honestly don't see a solution to distinguish who is   using the phone, and more importantly some instances might require the   use of a cell while driving (emergencies, etc.). The shady way to avoid   talking drivers a little thing called a jammer, but this too is  illelegal, and also can affect data and voice. Perhaps an NFC device that is linked to the drivers  phone that can tell when you pick it up then attempt to make a phone  call.  Trust me, 75% of the drivers I see are on their cells, and even a   jammer would really fix anything because then they would be looking down  trying to figure out why their call just dropped out. Riding a motorcycle, I am especially catious of these types of people and must drive defensively to avoid risking my life to soccer moms chatting on the phone. Thats why I gave up the RF jammer and instead carry readily available bolts/nuts that accidentally fly off my bike and hit their windshield or hoods. that'll get their attention real quick.
