China RoHS

The People's Republic of China has issued three final draft standards of its pending RoHS legislation that cover maximum concentration values, labeling requirements, and testing methods for products shipping into China.

The goal is to limit or prohibit the use of the six hazardous substances or elements in the research and development, design, production, sale, and import of electronic information product (EIP). These are the same six hazardous substances that are described in the EU directive: Lead, Mercury, Cadmium, Hexavalent Chromium, Polybrominated Biphenyls (PBB) and Polybrominated Diphenyl Ethers (PBDE).

In order to achieve the goals of conserving resources and protecting the environment, seven agencies of the State Council including the Ministry of Information Industry, based on the principle of "controlling pollution sources and starting from legislation," formulated the Management Methods for the Control of Pollution by Electronic Information Products (Ministry of Information Industry, Order No. 39).

China is currently compiling a catalog that will identify all EIP (Electronic Information Product) under the China RoHS guidelines. The implementation responsibility falls upon the manufacturer and the importer of the Electronic Information Product. Many product types that are not within the scope of EU RoHS are within the scope of China RoHS, including automotive electronics, radar equipment, medical devices, semiconductor and other manufacturing equipment, components, some raw materials, and some packaging materials.
