A Handy Windows Utility for Inserting Text

I just picked up a free Windows program called Phraseexpress that lets you save text to keyboard shortcuts. I put in a few phrases like my address, my email address, and some others that I need to enter often and assigned them to Ctrl-x keyboard shorts. You certainly should be able to do this in Windows 7, but I could never find a way. This works great.
