
No, they are different. SOIC stands for small outline integrated circuit. later came SOP with 0.635 mm pin spacing, which is smaller as compared to SOIC . SOP has further sub-divisions as below:

Check the datasheet for PCB footprints. Not all manufacturers have 100% standardized their packages.
